I think for brake cooling they should push air out of the car.
Some racecars use ducts that route air out of the car.
For lower aero drag Would pulling air into the wheelwells reduce drag as it removes the boundary layer and turbulence outside the wheels?

For low drag,you'd have no blades at all,only a convex,full disc wheel cover as MOON produced.For cooling issues,you'd have some porosity near the rim.
