When I observe cars driving in the rain, I see a forward rolling stream of air ejecting from the wheelwell and streaming down the side of the car. To a greater or lesser degree. BMW uses an 'air curtain' to mimic a frontwheel skirt and minimize this.
So I'd say suck, but in order to move that much air through the wheel center, the blades would have to move at 2x or 3x the wheel's speed. So I'd KISS that one off.
For anything short of a race car or police cruiser, I'd say a few louvers punched in a Moon disk should be adequate. Rear facing innies for brake cooling.
