carbureted throttle / gear possition

When I was on the highway the other day I noticed in 6th gear on my carbureted bike I was using more throttle than in 5th gear for the same speed.

This got me wondering which is better. A smaller throttle position or smaller RPM

my gut reaction says RPM but knowing how carburetors work I am unsure as i don't know how much gas + air mixture is being taken from the carbs and in what ratio at a bigger throttle position with lower rpm vs a smaller throttle position and higher rpm.

Is RPM king? And could anyone explain why this is the case?
