Pelmear's claims of putting electromagnets and permanent magnets at various locations in an engine are bogus. He has never built such an engine. The electromagnets that he shows in his patent figures are purely figments of his imagination. If somebody actually put those electromagnets in a real engine, they would not generate enough force to even turn the engine over, much less do useful work.

I do know a thing or two about electromagnets. I designed the electromagnets shown in my patent #6,389,941 for 1600 lbs peak force, and they actually did deliver that much force.

Pelmear's electromagnetic engine is nothing more than hot air. His skip fire, on the other hand, is just a fast acting fuel injector kill switch. I could accomplish the same result in my truck by planting the gas pedal on the floor, and controlling speed by pulsing the kill switch.
