We can simplify the entire electromagnet concept down to this: It is just an electric motor connected to an ICE without a coupler or belt (or gear, etc.) drive. IF it worked at all, it would only save the <1% of transmission losses... but then due to it's ridiculous layout it would surely be >1% less efficient than an electric motor.
