NOT REALLLY. you will be in 12 valve mode without any vtec solenoids bieng engaged, but the ecu has to "put" you into lean burn. you'll see in the driving video how lean burn comes in when the ecu "sees" that we are in "lean burn conditions" - that basically means you can't be at more than 50% throttle, and the engine load or map info has something to do with it as well, I'm sure.

My "butt dyno" will tell you that there is a definitive difference between lean burn and straight 12v operation. and my gauges told me that the ecu (at least this jdm one) will carry 12v lean burn beyond 3000rpm if the conditions are right. that's why I was "popping" into 1st stage vtec (16v mid) operation going up hills on my trip to PA for the tranny.
