This will initiate a cascading audio feedback loop similar to the screech on a PA system when its gain is set too high. This feedback loop is something that was easy to do on the old fashioned phones where the transmitter was on a cord and you held it to your ear.

In the good old days of rotary phones you could slam the phone down on somebody and not do any damage to the phone. All phone salesmen had that happen to them at sometime or another. But that was in the days before flimsy telephones and a culture that frowns on offending anyone.
Anyway, your suggested method still requires answering the phone. Once you answer it you still need to connect with a live rep. If you are going to go that far with time wasted on the call, you might as well do the F-U holler at the top of your lungs. It makes the message a personal one, which is a more memorable event than merely generating noise. It also has the added benefit of allowing you to vent your spleen.
Shh, don't let any legislators read this. They might want to pass a law against "phone rage"...
