That 150cc minimum displacement for motorcycles to be allowed in highway traffic seems kinda pointless. But I don't think it would be so much of an advantage to run a 125cc engine instead of the stock one in a CBR250 if you do mostly highway traffic, because the 250cc class seems to have the best balance between fuel-savings and overall performance.
