Those era Jeeps (and well, into the mid 00s too) suffer from bad grounds. Wouldn't be bad to clean up the grounds. If it's a 4.0, the ground strap from the head to the firewall very commonly corrodes and causes strange issues.

Yea it's the 4.0. My little bro is gonna go look at it again I'll update you guys if the ground wires were causing it or not. Thanks for the suggestions and help!
