It would be more cost/time effective to install new trim.
Or convince her to let you paint over it
I would scrape lightly by hand with a flat scraper then power wash it removing the loose paint/stain then it let it dry and repaint.


A idea , use a 18 grit belt on a belt sander and buzz off the paint
