Target driving for load bleeds speed off, but hopefully not too much- then you need to throw in a pulse.
I don't see much of a payoff from doing P&G on most hills. I just slowly bleed off speed until I get to where I shouldn't go any slower, then hit the cruise for the rest of the hill.
