Where I live it's pretty dry, and although we get rain & puddles, it's not a daily (or even weekly) occurance. I would say, if you're afraid of water getting trapped in there, about 3 small "drain holes", maybe 1/4" to 3/8", near the edges of your discs should do it. The centrifugal force of the wheels spinning should pump it out of those drain holes in short order, and the aerodynamic penalty should be minute. Even notches cut into the edges of the discs might work even better for that.
