There are some streets here in Sac like Watt, Greenback, and I think Fair Oaks that actually say the lights are timed @ the posted speed limits to "reduce emissions & help the flow of traffic" or something of the sort, it's been a while since I've seen one. But I've seen people drive past me @ 50mph on a posted 40mph speed limit and see them get stopped 2 lights ahead of me, with me able to coast until the light turns green then they go WOT while I'll gradually get back to 40mph and watch the process play out again
