While it's exempt, they're still trying to have it be considered as much of a car as possible. This would obviously mean EPA and crash test ratings. Since you can't compete with cars in many people's eyes if you don't have tests to compare. I'm mostly looking forward to them changing laws regarding three wheeled cyclecars so that they can be driven with a regular license (rather than a motorcycle license) and also not require helmets.
