Air becomes "stuffy" when the CO2 levels builds up in the room, usually resulting from your respiration, but can also result from burning an unvented heat or light source (vent-less gas heater, candles, etc.). To relieve it you open a window or turn on a ventilation fan to bring in air from outside that has a lower CO2 and a higher O2 level.
