The issue is how long it takes for a mod to pay for itself. Most of us are either using scraps or cheap material for mods and/or are in it for the MPG game/challenge more than saving money, so cost isn't a big deal.
With the way fuel economy works, that means you'll be better off targeting vehicles that get bad mileage to start. If a $100 mod takes a 40MPG car to 44MPG, a 10% increase, it'll take 11k miles for it to pay off at $4 a gallon (longer at lower gas prices). If the same $100 were used to take a 20MPG vehicle to 22MPG, it would only take 5.5k miles to break even. Obviously the 40MPG car is still cheaper to operate, but the "savings" aren't as great.
