It may also be significantly easier to fit the 12 pack, not to mention the additional balancing that happens if you connect them up a certain way (6 parallel banks of 2 caps connected in series). Charging them all up at the same time should tell you which ones are slowest charging vs fastest, and combining a slow with a fast should have a decent balance per bank of 2, if that makes sense.
