It's not a question of inefficiency because you're not under load, so any gas injected is wasted anyway. That's why we're shutting the engine off in the first place. The problem is unburned fuel in the cylinders on startup- either too much when you finally get spark back or unburned fuel going out the exhaust valves.

If either situation were an actual problem then at least one of the car's sensors would find something to complain about or we'd have a lot of catalytic converters going bad here.
