Run your engine in before treating?

Good point.

Nothing to stop cars that are run-in from using it?

In fact in Australia some used car warranties came with a requirement to treat the engine with a similar treatment as a condition of the warranty?

Almost all mechanical contraptions need to break in to reach peak efficiency. Since additives effectively halts or delays wear, they will prevent break-in. Break-in also takes a while (I'd guess 20 hours of loaded run time is a bare minimum) so it's just not economically feasible to do treatments from factory.
