TBH I'm not certain it was, originally... it wasn't uncommon for Universities and private teams to help fund their new designs by selling used vehicles to high school teams, who'd then make their own tweaks and mods on a smaller scale. Mind you, I know my school did build at least a couple of cars with similar build quality (and on more complex shapes). Could be either.
