He talked to someone at Home Depot who recommended a tub of what seemed to be quick-setting concrete, which seemed to work well. There was a two-foot section of the cheaper and slower-setting sealer that worked perfectly, but since the rest came out easily, I spent an inordinate amount of time shredding it with a knife.
One difference may have been that we swept and cleaned out the cracks with water and a shop vacuum. Perhaps the other sealer worked properly, it just bonded to a layer of dust.
