In principle yes, an A-labeled tire will have a lower rolling resistance than a C-labeled tire.
However, there is something else that should be taken into account: these labels are self-reported. Given that manufacturers have an incentive to make their tires look good, I wonder if some of them lie or try to cheat in some subtle way...
