I have taken some cars with rims 13 "

Now I use a "seat marbella " 1994 wheels 13 "

going from 175 / 70R13 to 155 / 80R13 the car runs more free, and slightly lower fuel consumption , need not change the rim to change the measurement.

Switching to 155 / 80R13 lose grip on dry ground. You can earn grip in rain , ice or snow.

if you use the car for city and rarely exceeds 80km / h (50 mp/h) I recommend switching to 155 / 80R13

if you use the car on the road and over 100 km / h (62 mp/h) would recommend the measure 175 / 70R13 . It is a very balanced measure road.

In my seat marbella I use 145 / 80R13 , almost every km in the city and rarely exceeded 80km / h (50 mp/h) . my seat marbella is smaller than its hyundai car.
