2005 Toyota 4Runner New EPA Ratings

I used the link on the EM Garage edit page to view my EPA ratings for a 4wd 2005 Toyota 4Runner and was surprised to see the new ratings are 15 City/19 Highway/17 Combined. Can someone confirm that I am looking at the correct numbers.

I'm hovering around 21-22 mpg right now with only mods as tire pressure to 45psi (52 rated tires) and extremely cautious driving with alot of P&G and neutral coasting. If the new EPA numbers are correct I feel alot better about my average mpg as it didn't seem right to be trying so hard to conserve and only getting 6% over epa. 25% seems to more realistic based on the new EPA numbers.
