It's and interesting idea (radiator belly pan). I know the water boxer VW Vanagons got a lot of cooling from pumping the coolant from the back up to the radiator in the nose. Didn't have a very big radiator at all.
I think in normal driving with air flow it would work. My worry would be when stuck in traffic especially somewhere hot having all the Heat pooling under the car.
