Based on what I can see, IMHO the outer 4-6" on each side are in free flowing air and might provide some downforce at the expense of added drag. The middle section is in the turbulent wake and probably not contributing much.

What is it that you find enjoyable? Straight-line stability when meeting/passing trucks?

Air dams, diffusers and fender skirts can help. The alternative that could use the presumed leaky mounting holes would be a Bonneville spoiler.
