Fix the lights, fix the windshield. It can get passed. There is a loophole in every system, and I have driven enough heat scores and have been "Box 3'd" (an inspection notice here has 3 levels of severity, his is the worst, if the cop ticks that box on the notice they have a serious stick up their bum) enough times to know that most the stuff on your list isn't an issue. A windshield is about $180 installed. Any broken lights etc you are welcome to off my parts car. Are the struts falling out or just noisy? The only other thing to worry about is massive rust. If you have giant holes with sharp edges hanging off your 1/4 panels then you need to break out the bondo.
