I feel badly for what has happened to you, but I have a question. How often are vehicles inspected where you live?

In my home state of PA, our cars are inspected once per year. There is a 'safety inspection' which looks at lights, brakes, rust, suspension, etc. And there is an emissions inspection which checks the vehicles exhaust emissions. Our cars have stickers on the windshield with the month and year the next inspection is due. If a vehicle fails inspection it can still be driven, but only until the sticker on the windshield expires. After that it is illegal to drive on public roads.
