So you can use regular hub caps as a base for an aerodynamic cover, then you can mount and dismount them easily.
Many alloys have straight spokes; if you put a plate on them with tie wraps they may shift out of place easily. Hose clamps might work.
Your 15" alloys look fine for mounting a plate on, especially if the side falls within the outer rim edge.
My alloys bulge outward a bit and do not have an edge like that.
Those 15" wheels look al lot taller than the 14"s...

I previously had these tires with these covers.
one day after going down a mountain. stopped at a car park. 10 minutes had been melted the plastic cover.
an aluminum rim is best for a good cooling.
