I had this problem in my 98 civic and discovered the gas tank itself had rusted through. When you top off, fuel leaks out through the rust and the smell gets in the cabin.
Frank, the civic has an access panel under the rear seat to reach the top of the tank and the fuel pump.

Look at the top of the crimped seam of the tank. Dirt and water collect there and cause rust.
