1999 Suburban - Emergency brake not pulling up.

I already made a thread at Dieselplace but haven't gotten a response yet so I thought I'd post it here.

So, in short I put the E-brake on in my Chevy Suburban and now it won't pull up. I did a little searching around and I'm guessing maybe the cable is stuck or broken; I haven't looked yet. The vehicle is in my driveway so it's not like it's in jeopardy, I should be able to get it back to a flat part (It's on a hill now) and work on it easily. So, what could be wrong with it? I realize already that I may need to take the rear wheels off.
