My guess is the cable. There are springs at the foot pedal, and out back in the shoes. If the brakes were locked on when you pulled the handle, and now don't work that you pulled the pedal up manually, it would seem all the springs are doing their jobs. The cables would be interfering. Hard to say without seeing it but I'd start with that if it was my truck.
