Good point, but it also reduced the required safe following distance and reaction time requirments to cancel that effect out. It also reduces speed differentials, which is a much better safety and "flow" benefit. Yes, it has increased cars on the road, but i'd say congention is relative to speed. a bunch of cars 15 feet away from each other is not congestion in a 30 zone, but a bunch of cars 15 feet away from each other IS congestion in a 70 zone.
Teach north america how to drive and value people's lives and the problem goes away!
