Inflation pressures and weight loadings (and vehicle speed, and other factors) surely affect the way the rubber interacts with the road surface - and this must be where the few percent difference comes from, I reckon.

You couldn't measure it by rolling a car one tyre revolution. It could only show up as an average over some distance.
