Inefficient bulbs that create more heat per lumen in your freezer display place more of a load on your freezer system, and the same goes for general air conditioning use. Swapping out a bulb in your bathroom is free, but hiring a crew to come in with a bucket truck to change out one bulb in your parking lot costs a bit more- and a DOT work crew on the side of the highway is even more expensive while taking them away from more useful things than screwing in lightbulbs.
