Building and using new generations capacity, or selling more gas every year is not a sustainable business model for the human race. As for low income energy assistance I view it as a utility welfare program. The poor should be assisted in insulating their homes and in buying more energy efficient appliances, not in paying high utility bills for leaky homes and energy wasting appliances. Even with record high wind and solar installations last year USA carbon emissions rose .7%. There has got to be a better way.
