A few states require accomodation for EVSE installation in condo's/apartments, though it is up to the requestor to sort out the details and costs (including billing) and get approvals. I don't know the specifics in texas.
It could be a "selling point" for the powers that be however, so always play that angle if you do have layers to sort out.

If you have your own garage then it should be easy peasy. A parking space would be more of a challenge.
