Another easier way to heat the people in the car is to use an electric motorcycling vest and/or blankets. The vests will use 20-40W per person to help keep them a lot warmer.

The defroster is the main challenge, and I would suggest using a direct heating kit on the windshield - there are kits that have very narrow lines, and they would use 100-200W, I think. The rear defroster barely lowers the range, if it even shows up as a mile or so lost.
