You know can guarantee you there are enthusiastic alcohol consumers out there who buy beer in bulk and dispense or brew their own and at some point require CO2 or NO2 when needed and they get away with it.
Same thing with paint ballers. They have CO2 and air cylinders for their guns.
There has to be a cylinder size, gas type or weight limit attached to that ban, unless some unelected bureaucrat that has no clue about anything dreamed it up.
I can understand why they might not want people to have acetylene in residential area.
But 2lb keg or 20oz paint ball cylinders for CO2?

Edit: I forgot to mention I have seen a paint ball CO2 cylinder to welder regulator for sale before.
Pure CO2 is not as good for auto body as C25 but its a lot better than SMAW.
I use CO2 most of the time for auto body. If its not going to be seen by any one, I use CO2 unless the argon/CO2 is already hooked up. If the weld can be seen I usually bust out the argon/CO2 mixing rig.
