Ram air intakes

Do they really make that big of a difference? and how do i keep water from going into the air box? my car does not have a drain on the actual pipe but might have on the air box this pic shows the exact layout of my engine. i want to remove the side scoop (bottom rightish) and make my own one to catch more air but im concerned that more rain will go through the airbox as it is approaching our wet and rainy season here now.
