This topic is an year old, but I thought I would give tell my view in case anyone else wonders about this specific issue.
I have this car and I can understand why this would concern someone testing it. In normal mode (D) it shifts at very high rpm. It goes maybe 200-300 rpm above what is red line on the tachometer. Also at high rpm the diesel engine is not very effective, so it does not accelerate very well so it feels like it takes for ever for the car to shift to higher gear.
I don't know how accurate my tachometer is, and I don't consider the VAG tacho very good quality. In another car with the same tacho I noticed I was hitting the rev limiter 500 -700 rpm too early when cornering compared to accelerating in straight line.
