The short answer is, it does not affect your ECU at all. It affects YOU.

I think the main thing it does is let you know when more throttle is no help. Engines are most efficient at a fairly high load, but this is not the same thing as full throttle. At low rpms, high load is actually a very low throttle opening. Anything more is wasteful.
