I'm interpreting their language as:
*the car,in ground proximity,with wheelhouses and wheels,etc. is Cd 0.316.
*with the wheels removed,at same ground clearance,and the wheel houses completely paneled in (as if they were never there in the first place),the Cd goes to 0.214.A 32.2% drag reduction.
By comparison,
*the addition of wheels to the VW flow body increased drag by 53%.
*Cogotti measured a 2.15X drag increase when wheels were added to his low -drag car body.
*Morelli experienced a doubling of drag when wheels were added to his 'banana' car.

*on a 1972 semi-trailer,the wheels appear to add zero drag,as they are completely embedded within the turbulence of the rolling sky scraper.
