Probably the beam pattern. Driving light used to be a spot or flood light, you'd need a cut-off for the low beams.
LED lights are currently fabricated with standardized electronic components. New form factors would allow different optical properties (all light passing through a point, etc.). Alternatively, eight miniaturized H-4s ganged together could work better with the present LEDs.
The trend out on the highways is 8 or 10 LED DRLs in a line forming angry eyebrows.
