Yes,typically,they'll have that low,low, inlet,just above the splitter.And during the race they may add or subtract duct tape depending on what telemetry tells the crew chief.
If the fans get careless,their plastic garbage bags get out on the track,potentially disastrous to an engine if it blocks the cooling inlet too long before the truck can pit.
