I ask because I don't think this is correct. Getting more air in would decrease mileage, for the same reason a warm air intake increases it. And I know of no new vehicles, aside from a few exotics, that place the engine intake in the high-pressure area at the front of the car, which is the only place you would get a "ram air" effect, unless you count the fact that the pressure underhood is going to be higher than ambient anyway as "ram air."
