Relies.... No. Benefits ... probably.
Gas cars benefit from power with ram air because it can help pack more air and fuel mixture into the cylinders. If memory serves me right you can get about 0.15 psi of boost at 70mph. I admit thats not a lot but can equate to about 2 to 5 hp depending on the engine.
A diesel car will benefit in both power and economy as excess air boost efficiency.
