Shoot from the hip estimate .. based on OBDII-C&C displayed consumption values .. low range around ~150w .. high range (head lights and such) about ~400w .. and all the shades of grey in between those two as well.

However .. it doesn't run 100% of the time .. it P&G turns on and turns off as needed .. keeping it's DC-DC converter operating at higher net average efficiency .. soo even if it was 300w while operating .. it would not operate 100% of the time during which the car was running... soo the amount of % increase from what you get now will be less than the ~6% you estimated .. I'd guess in the ~2% range is more likely .. but ultimately it will greatly depend on the specifics of the situation.

You could use your extra lithium to replace the IMA battery .. PeterPerkins did this a couple times with different types of batteries (a bit complicated but doable) ... you could do a buddy pack to add trickle boost to the IMA battery MikeD did this with PbA (less complicated than the IMA replacment route).. you could replace the PbA 12V battery with higher efficiency Li battery (least complicated).

To get the most out of extra wh/ah of capacity you will need other modifications .. like Peter's IMAC&C .. which is the new replacement for MikeD's MIMA .. to do as much assist or regen as you want .. and if you have large IMA over 10Ah Ah you will also need something like Peter's optional code for his OBDIIC&C which .. sense the car is only expecting to have a max of ~6.5Ah capacity batteries .. or for very large batteries ~20Ah or more .. you might need Peter's BCM-Interceptor which allows for any size large IMA battery you wish... of course your new Li IMA battery will need it's own BMS for Li .. Peter's BMS sends control signals to his BCM-Interceptor , but other BMSs could also be used.

Mudder on IC is also working on a single device that has Li-BMS built in and does the functions of all three .. IMAC&C , MIMA , BCM-Fooler, BCM-Interceptor .. if that pans out that might be the easiest way to replace / upgrade your IMA battery to Li without error codes and such. Link

Although the IMA will turn the ICE while in gear .. and that does produce parasitic air pumping .. it is possible (I have done it) use MIMA like devices to drive the insight in an EV-Mode .. ie IMA giving you up to 10kw of assit and your in fuel cut at the same time .. but this is only practical at low speeds and low power .. due to the 10kw Assist limit and the parasitic air pumping losses.

The extra wh/ah in a Gen1 Insight are better used for assist .. keeping in lean burn .. keeping the ICE in high efficiency etc .. instead of the EV-Mode.
