The basic design is not new.
It was originally suggested in the early 1900's when the piston engine was still as much a curiosity as a viable means of propulsion.

LJK Setright details the basic design in his book : "Some unusual engines" for those interested.

The basic unsolved problems way back then revolved around the ratchet gear to convert the power from linear to rotary and suitable lubrication for the internals.

No idea if they have been sorted or not but a quick dyno run by an independent lab should provide a few answers.
