1) originally,wheel spats meant moveable/articulated wheel covers.
This Adler has close to your drag coefficient and you can see the difference in drag for different 'spat' combinations

2)if we presumed that your cooling system constituted 12% of your overall drag,then you might be looking at a 6% drag reduction (3% mpg hwy).
3) worse case scenario for a belly pan would be about a 6% drag reduction (3% mpg hwy).
4) if your thermo-clutch on the cooling fan is working,your fan shouldn't be operating above 40-mph,so an electric fan may not help much cruising down the highway.But it will help during all accelerations/transient engine operation on warm/hot days below 40-mph.especially if the AC system is on.
5) if nothing else,the Scan Gauge will tell you what your mods are doing without having to burn a whole tank of fuel.And you can experiment with momentum driving (hypermiling).
